Proposed Clinical Quality Measures for Meaningful Use Stage 2

Previously we have talked about the Centers for Medicare & Medicaid (CMS) incentive program for the adoption of electronic health records(EHR). The program requires providers to report on objectives and measures to prove they are using their EHR in a meaningful way.  

StethoscopeRecently the Centers for Medicare & Medicaid Services (CMS) posted the full set of proposed Clinical Quality Measures (CQMs) for 2014 as part of the Medicare and Medicaid Programs Electronic Health Record (EHR) Incentive Programs Stage 2 Notice of Proposed Rule Making (NPRM). 

In Stage 1 of the meaningful use program, eligible professionals must meet 6 of the 44 Clinical Quality Measures.  In Stage 2, the proposal is to increase the requirement so eligible professionals would need to meet 12 out of the list of 125 CQMs.

CMS is proposing a set of clinical quality measures that align with existing quality programs such as measures used for the Physician Quality Reporting System (PQRS), CMS Shared Savings Program, and National Council for Quality Assurance (NCQA) for medical home accreditation, as well as those proposed under Children’s Health Insurance Program Reauthorization Act (CHIPRA) and under ACA Section 2701.

The intention appears to be to make it easier for providers to qualify for multiple incentive programs and be consistent with accepted standards of care.

Public comments regarding the proposed measures are encouraged, and can be submitted using the same method as comments related to the proposed rule. The deadline for comments is May 7.
